If multiple payment methods are passed, Checkout will dynamically reorder them to prioritize the most relevant payment methods based on the customer’s location and other characteristics.

And as far as I know Payment Links uses Checkout so it should be the case

Perhaps it's just the payment methods preview that doesn't reflect this?

Other question while I've got you actually - I'm aware that GPay/APay isn't available right now when using VAT calculation because the sum to be charged is required up-front but that varies depending on the customer location. What about when using the VAT inclusive pricing so that the total is always the same?
