As far as i know, our tax rates are only ever percentages. I believe you would need to add this plat amount separately as a line/invoice item.

What does this fixed tax correspond to?

In France, we have for car insurance what we call a "Taxe attentat" (following terrorism attacks in 2017/2018, a fixed tax was added on all car insurance contracts to fund people victims of terrorism).
Funny thing (or not) with this tax is that it is fixed amount, on top of classical percentage taxes on the vehicle insurance policy.

Interesting. I believe that's not currently supported using the tax rates, so as I said I thing the workaround would be setting up a product & price to represent this fee on your subscriptions/invoices

ok thank you got it so I would create a product with -for instance- a 100% tax rate to match those 5.90€/mo ?

EDIT : I think I got it wrong. I would create a product with a 0% tax and this product would be called "Taxe attentat". The drawback would be that Stripe would not consider this as a tax and it would be harder to catch in reportings.

Not sure what you mean by the 100% tax rate -- I think it'd be a product/price that has no additional tax applied, unless your system expects you to also apply tax on that
