oh, I see in that response body it says "country: AU", we haven't set any country in the request though

Ah, I see it here. It appears that is you do not specify the country, it defaulted to AU in this case: https://stripe.com/docs/api/accounts/create#create_account-country
So you would want to specify the country at creation
