My initial reaction would that you're getting that failure because 3DS authentication failed, but if you have a Payment Intent ID we can take a look

Yeah, it looks like that PI failed authentication, which is why it failed
I see, the customer is getting a 'We are unable to authenticate your payment method. Please choose a different payment method and try again.' error message as well, is Stripe able to tell if it's due to their payment provider?
From our perspective all we can see is tha the authentication was rejected - a good next step is to contact their card issuer and see if there was any issues on their end
we had the customer reach out to their payment provider to see if there were any issue but they claim there isn't any; not sure how to continue from here
You can try contact support (https://support.stripe.com/contact/email) to see if they have any other thoughts, but really I think this is something they have to push on their card issuer for.
