Thanks for the quick response! Is there any workaround then? One way I have figured out is to let user do a re-setup. But I am wondering is there any better ways that I can do on the server side to "force" the card being available for checkout flow?
There isn't a workaround unfortunately, if they use the Customer Portal the collected card details won't appear in Checkout. A better option is to use Checkout + setup to setup the card like you mentioned. But no other reliable way
