They should be usable with recurring payments like that but I think that there is some extra detail there. Looking now

Where are you seeing that 3DS is required other than via a requires_action parameter?

in normal payment when I use card that required a 3ds , I will get requires_action when I create the payment intent
then we throw and go to front end verify 3ds
come back with the full new response

but when I use google pay with 3ds card , it act as normal card , It didn't trigger any 3ds verification and it failed when I try to get the payment later in off session
