Hi! You have two options to make this work:

Pass a customer with a valid address
Or set customer_update.address:auto to tell Checkout to update the address of the customer based on what they enter on the form

(We are not asking the customer to enter full billing/shipping address)

No I don't htink so. With automatic tax you need to collect the full billing details.
