Gotcha, so first off — this is one of the main reasons we don't recommend direct charges with Custom accounts!
You really should be using Destination with on_behalf_of instead.
If you want to add balance, and the accounts are within your region, then the best thing to do here is to just make separate transfers to the accounts to add balance.

ah ok. so are we allowed to ask them to add a card that we can then charge to add to the balance?

Yes you can go that route if you want to just add them as a customer on their own account and then charge their card. This does come with the normal fees though.
