clear_usage will delete all usage for a given subscription item.

So if you logged a usage previously, and then call clear_usage when deleting the subscription, it wouldn't be reflected in the invoice

when you update the subscription, set proration_behavior=always_invoice [0], this should trigger an invoice for the already logged usage https://stripe.com/docs/billing/subscriptions/upgrade-downgrade#immediate-payment
