It looks like the minimum amount for HUF would be 17500.

I think that the HUF currency is not a zero decimal currency for payments

but only for payouts

Sure, but that's not relevant here. You're trying to create a payment for less than the minimum amount foe that currency, so that's not going to work.

From our experience - Google Pay only shows when a wallet is configured and only for Chrome browser.

Google Pay needs to be set up in order for it to appear, yes, this is expected and documented
