First, inside the customer portal, I can change Billing Address. I am in France with a french browser, but the suggested country is United States, I would have expected France
Is there something I can do ?
(I add that the langage is detected because all the texts are in french)

That's what I would have expected, but multiple tests with other people show that it is always United States
would you happen to be testing on your company/corporate network?
We don't have a corporate network, juste basic personal internet networks
Maybe it is related to the fact that I use the API in test mode ?

the customer for which you've created this session for definitely has billing information right now
unless you're actually accessing a different customer / portal session

I have a 2nd question : when adding a payment method, I can add CB or SEPA.
But when showing SEPA, I only have 1 field for address : here it is :
no zip or city
https://stripe.com/docs/payments/sepa-debit/accept-a-payment#web-submit-payment for SEPA, IBANs with certain country codes require the country and line1 properties of the billing_details.address property
that's why the payment element doesn't request for zip or city
