first off - what fund flow are you using? Destination Charges? or Direct?
to clarify - Express is designed primarily for use with Destination Charges
because of reasons like:

The Express Dashboard isn't a full fledged Dashboard so no it won't be able to do payment / dispute management, unlike a full real Stripe Dashboard

Express users can only view payments/payouts on their account and update their external account. They can't respond to disputes.
As noted above, this is one of the reasons we do not recommend using Direct Charges with Express.
You really should use Destination Charges with OBO instead.

Yes then the disputes will take place on your Platform and will be in your Platform Dashboard.

Gotcha. No, your Express users will not get emails about disputes.
Since the disputes will occur on your Platform with Destination, you handle everything from your Platform and the Express user is not involved.
