we’re wondering whether or not it’s possible to ingest legacy invoice data into stripe so we can access invoice data / PDFs via a unified API after we migrate. This may very well not be possible but want to talk through the options / problem definition

so 1 time migration of old invoices that the client has from legacy systems . objective is to be able to related and query those PDF s

Ah gotcha. I don't think we have any public APIs that can support this.
I would suggest you reach out to our support team as they can provide more specific information on such migration and should be able to go in more detail

maybe they need to create an external database to maintain invoices inquiry from stripe in from whatever other legacy system they have and present that way to the customer old invoices , as you are telling me a stripe does not offer any method of intake of invoices via API basically migrating into the system all invoices they are only subject to current transactions of stripe in moving forward am I correct?

I mean that could work theoratically but not sure how complicated that integration could be. I'd highly recommend that you talk to our support before deciding the integration pattern.
