Hi! You can't do this. Account debits are only supported if platform and Connected Account are in the same region. See: https://stripe.com/docs/connect/account-debits

So, you could reverse a previous transfer that was made if that is an option.

No, you can't move funds via Account Debit if the two accounts aren't in the same region. The currency isn't the issue here. You also can't force currency conversion within the account.

I understand that Account Debit is not the solution here. Is there any way to move funds from the connected account to us? they owe us money.

Did you transfer funds to them originally?

Then no, there is no way to retrieve funds from them directly. You could take a higher application fee on future payments. Otherwise they will need to send you funds outside of Stripe as cross-border money movement of the nature you want is not supported.
