Yes details_submitted indicates whether they have completed the onboarding process or not https://stripe.com/docs/connect/standard-accounts#handle-users

Can you tell me a bit more about what you are trying to do here? Just waiting for them to submit their details? Or are you listening for them to be enabled for payouts of something?

onboarding connect accounts. on the "return_url" going to verify if its completed there.
