I've been given access to card iins on an account, and I was wondering if there's a similar process for getting approved for this as well

I don't think so , I haven't heard of a setting for allowing that. What's the use case? You do technically have the option of using Custom accounts instead(since then you'd collect the payout details yourself and can see/use them) but it's not a great option
Our merchants (currently on Standard accounts) pay out to lots of different contractors. For this reason, we store the contractor's bank details on our side, and let them do "Pay Run" exports that they can import into their own banking portal. We're moving to a new model of using Express accounts for the contractors and companies, but most companies will use a hybrid of doing some payments through Stripe, and some by bank transfer etc.
For those companies, they still want to use the Pay Run functionality, but it's quite confusing to have the contractors both sign up for an Express Account and then enter their bank details separately into our system (we've already had compaints). I'd love a way for us to capture the account details from Stripe directly to remove the confusion.

makes total sense! I'm pretty sure it's not possible though unless you build Custom accounts instead to whitelabel the onboarding (which is a lot more work and I usually discourage) , but let me check something

ok, I can't find any way to do this unfortunately. You can only get what's in the ExternalAccounts API, the routing number and last4 of the bank account
