Yeah there isn't really a simple way to do this - if you're already on a month with 31 days then it's easy since you can anchor to the 31st and every subsequent charge will be on the last day of the month, but if you're on a month with 30 days then we'll always charge on the 30th

Just another question on the billing anchor,

When it is set to the first day of the next month at 00:00:00, the UI shows it as the previous day.

For example I set it to be UCT April 1st 00:00:00 and in the UI on Stripe dashboard it shows as March 31st

I then created a subscription with Stripe dashboard UI and noted in the logs that when you use 1st of the next Month as the anchor that you push the time forward to 07h00 in the morning.

Is pushing the time forward needed when wanting it to fall on the first of the next month?

The dashboard likely shows it as March 31st because whatever default time zone you have configured for you account is a few hours behind UTC time. If you always want the billing cycle anchor to fall on the first of the month, then you should push it a few hours forward so you use a time that is on the 1st in both UTC time, and your own timezone
