Also I've set all the connected account to manual payout. Can I apply a payout to a Connect account just after a transfer being made?

I mean, when a customer makes a payment, I'm using separate charges and transfers to transfer part of it to a Custom Connect account, and then just after the payment is made, can I apply for the payout for that Connect account?
As soon as the fund is available on your Connected Account's balance, yes
So is there a delay for the balance to be avaiable, after the transfer?
I think it should be mostly immediately, if the Transfer API call is succeed
You can list Balance to see
But be mindful about later Refund that could leave the Connected Account in negative balance
