and it says auto tax is enabled
and that it "succeeded"
but I dont see any tax

yup it says we have one in testing for new york
the same request with different shipping address provides the correct tax
but in the states it doesnt
Did you set up a tax registration for each state where you're trying to collect tax?
yup one for new york
and one for ohio
and funny enough tax rate on delivered food for ohio is no tax
so we just assumed it was working correctly

It should work fine, but I can't tell you specifically why you're seeing what you're seeing. Stripe support can help you figure it out though.

Tax is extremely complicated, and I am not well-versed in tax calculations, so the most I can do for you is point you to relevant documentation. This, for example, mentions Ohio as a state which does tax differently: https://stripe.com/docs/tax/supported-use-cases#us-sales-tax
Perhaps that might be the reason for what you're seeing?
