Looks like tax didn't apply because what you're selling isn't taxable in the customer's location. For more details I recommend you contact Stripe support so they can verify your identity and provide more specific information: https://support.stripe.com/contact

Did you set up a tax registration for each state where you're trying to collect tax?

and funny enough tax rate on delivered food for ohio is no tax

so we just assumed it was working correctly

It should work fine, but I can't tell you specifically why you're seeing what you're seeing. Stripe support can help you figure it out though.
