Ah, no, that's not exactly how the Customer Portal works. The Customer Portal is for managing existing Subscriptions and Invoices, not creating new ones: https://stripe.com/docs/billing/subscriptions/integrating-customer-portal

If the Customer you specified had an existing Subscription to one of the Products you specified in the Dashboard they would be able to manage that Subscription in the Portal, for example.
You would need to use Checkout or a custom integration to create a new Subscription.
