I'd assume this is just the bank not approving the transaction for some reason, but since 3ds2 was completed it seems weird

A bank can decline a card for any reason they want.

Yeah. Risk is handled by a different group so unfortunately I do not have insight into that. However, it may be in the decline code issued by the bank

Yeah, bank authentications and risk exist in addition to any Radar features. Those are internal and designed to add more rules/checks.

Well no, this is accurate. Stripe is blocking this request because internally it is considered at high risk for decline, because it was declined previously
