Hi!
1/ You can look at whether the PaymentMethod is "setup_for_future_usage" when looking at the Customer in the Dashboard.
2/ Most often it will be an authentication_required decline but this is up to the issuer for what decline they return.
3/ No need to do this. 3DS will be requested by the default Radar rule (Request when 3DS required), or by the issuer if it is required by the issuer.
