I'd suggest to complete the whole flow so that Google can give you the green light. This error is coming from Google Pay, not Stripe or Flutter.

It's not programming problem here, it's just that you need to upload your application to Google Play console so that Google can assess your application and decide whether or not to allow your application to use Google Pay in prod.
