Is the request ID a support ticket ID? We don't have a support ticket for this issue as we're working directly with our contacts within Stripe.

Correct, our Stripe contacts have told us that all Connect accounts linked to our platform account would have this feature enabled automatically.

I believe they're investigating this currently but they also suggested posting here in the Discord channel.
