yeah that trigger tries to transfer funds from your platform to the connected account to do the payout

it only works if you have enough available balance in your platform, which you won't

it's easiest to do something like stripe charges create --amount=50000 --currency=eur --source=tok_bypassPending to give your platform a large testmode available balance for testing with.

Via cli it's not possible to trigger payout.failed. Is there another solution to test this event?
add the failing bank account number from https://stripe.com/docs/connect/testing#account-numbers to a connected account, then try to create a payout to it
