You are correct, Account Link has a certain time until expiry, and when you try to create a login link for an account that does not yet exists, you will run into this error.
My recommendation is to create a new Account Link for your clients if it has expired and complete the onboarding process.

But that would mean having another entry in the dashboard for the same client only the status will show as not completed fro the other one

I have not tried it myself, if you were to update the account: https://stripe.com/docs/api/accounts/update
It could be possible the onboarding can be completed this way, but that means you will have to collect the information from your client, and upload them via the API, which could be troublesome
I was thinking the quickest way would be to create a new Account Link, where the clients can use with the Stripe hosted information collection UI, which is probably easier to use ๐
