Hello! There's no option for failed payments for Stripe account holders (you can configure emails for successful payments and other events though). You would need to use a custom or third-party solution for this, like Zapier as pointed out earlier in #dev-help (although I think that message was deleted).
What would be the service charge for Zapier?
That's something you would need to ask Zapier.
I only mentioned Zapier since someone else brought it up.

Actuallly i am managing my client's account she wants to have the notification
If you can find out what the actual goal is I may be able to offer an alternative recommendation.
Getting emails for every failed payment seems like it would be quite noisy and difficult to keep up with, and I'm not sure how the information would be useful overall.
She has the Zapier subscription
Okay, so if the person who suggested Zapier is correct you can set this up there. I'm not sure of the exact steps though.

Gotcha. You can configure Stripe to send emails to the customers themselves when a Subscription payment fails: https://dashboard.stripe.com/settings/billing/automatic
But for emails to the Stripe account holder you would need to set up something outside of Stripe.
