all our current standard connected accounts I can't seem to modify the payout schedule in capabilities: is this expected?

Yep, they can via the Dashboard!

Well that's you trying to alter their payout settings via your platform Dashboard
As a standard connected account, you can't control that. The connected account needs to manage that via their Dashboard
