Hmm in this instance the issuing bank rejected the transaction. Not much insight we can provide other than that I'm afraid

Okay, but the problem is that since yesterday it happens to almost 90% of my clients so it’s pretty strange.
The payements are declined or blocked by Stripe.
I tried with my own card and have the same problem
Well the blocked charges are likely because of some Radar rules, let me see

Yeah those blocked payments are Radar working to prevent fraud: https://dashboard.stripe.com/settings/radar/rules?startDate=2021-09-08&endDate=2022-03-08
You can allow specific blocked payments via the Dashboard UI to permit them
