a) is Direct Charges the more appropriate Stripe product,
IMO Destination charges would be better as you wouldn't have to store payment methods on platform as well as connected account
b) is there a way to charge customers using the details stored in Stripe but under a different Stripe Connect account?
This isn't possible. An alternative would be to create the customer and store the payment method on the platform and then create a customer on the connected acc, clone the payment method to the connected account. You'd need to keep track of which customer account on platform is relevant customer account on the connected account if that makes sense. Let me know if it doesn't.
