The trouble with the support team is large timezone difference so i've been dealing with this issue for several days
I don't know much about Issuing, but looking at this I think it's just that your platform doesn't have the setting applied(the way access to features like this work is they can be enabled for API requests your own account makes, but need extra configuration on our side for it to work on API requests you make on connected accounts). So that's something that can be changed on our side.
