I just want to set up a customer portal, where a customer can simply cancel or upgrade
As of now, I am being told the customer has to manually ask me to cancel it myself
I am being told from stripe customer support that I have to learn coding or hire a developer, this can't be real right?

Stripe is a technical product, so it requires some coding. If you are not a developer yourself, you should hire a freelancer to help you.

if Stripe can't support a simple page where a customer can easily cancel their subscription, why would I or other sellers not move to Paypal?
I have both Paypal and Stripe for selling subscriptions
but this is making me want to go full Paypal
a customer can simply 'cancel' my subscription on paypal, and I didn't need to set up some coding/api

I'm sorry I cannot help much. You can either manually cancel the subscription in the Stripe dashboard, or ask a developer to build something that does that automatically for you. There's no other option I'm afraid.
