I asked about the use-case with card ...3063
..and I'm doing it in Stripe's "test mode" to verify that 3DS works as expected.

in this docs now I've found that I need to pass return_url to use the 3DS and it's only about PaymentIntent, not the SetupIntent.... maybe that's the reason?

Hey there! We identified this behavior difference recently and I've reported it to our internal teams. For now, to mirror behavior of these test cards with a SetupIntent you need to flip the toggle at https://dashboard.stripe.com/test/settings/radar to enable Radar rules for SetupIntents.
Give that a try and let me know if it triggers 3DS as expected with the 3063 card?
