it is indeed for developers, and this channel is for developers to ask questions. If your client wants this setup where an end-customer pays and the payment is split between themselves and a third party, Connect would have to be used on their Stripe account and for that they'd either work with the developer who is building their payment integration, or investigate the ecosystem of third-party plugins and platforms that work with your existing Stripe account and might implement this on your behalf.
