Do you have the account IDs for the accounts you're testing with?

The test platform account that does not have the "Connect accounts" option when adding a balance does not have any Stripe Connected accounts added yet. Does this option only appear once Connected accounts are added?
I'm looking for the account id now.

Is the account id for the platform account displayed in the Stripe dashboard?

okay so this account was never configured for Stripe Connect

that's your issue in that case, you want to enable Stripe Connect really!

you should see Connect in the list of products at the top of your dashboard, possibly under More
