yep you can't return an error like that. If for some reason you can't fulfill the customer's order I would say you should refund them and email them for example, or contact them and ask them what they want to happen.
Or yes you could use capture later and not capture if you can't fulfill the order, that makes total sense(note it only works for Card and Klarna payments though).
