For context, a risk_reserved_funds type has no fee and only gross + net

I'm assuming that type fee has 0 in the fee column, since there is no fee on a fee

but you could also make the case for 0 gross and all in fee

No thanks, I try to avoid Stripe support entirely as they're mostly useless. The effort I have to put into getting into contact with the right people usually exceeds the effort I must put in to figure it out on my own.

Sorry to hear your experience with Support.... Hope you have figured it out. Our team here could have limited knowledge about these fee structure. We are more of integration flow/coding
