The most straightforward approach I know of would be to change the payout schedule. In this case change the Account.settings.payouts.schedule.interval from an actual interval (month, day, etc.) to manual
When you admins want to make the payout available, just set the interval back to the proper value

When you say "payouts" to your customer, are your customers Connected accounts? How are you sending funds to these customers?

My customers are connected accounts and the funds are sent automatically to their registered bank-accounts via stripe

Okay so if you use the approach I have suggested it would be done per account so you would be able to control which customers it impacts
