PAYOUTS AND ACCOUNT TYPES
For Standard and Express accounts, the account holder manages their payout accounts (that is, bank accounts and debit cards) but the platform can schedule payouts.
To schedule payouts for Standard accounts, create accounts with Platform controls enabled.
For Custom accounts, the platform manages the payout accounts and can also schedule payouts.
What does custom accounts means?. I read this document on the official documentation.

If my bussiness ( Application) is in U.S. My bank account is in U.S and i create a stripe account and integrate my bank account with it.
A user signs in to my app and he wants to sends the money to a User B. Can it be possible that User-A sends money from bank accounts to my stripe account and i send the money to the user b's bank account

You (as the US base application) can charge user A yes. But user B needs to be a verified Stripe account in order for you to payout funds that way
