Is this your main account or a connected account you are testing Stripe Connect things with?
Not sure if I've got your question rightly. I am making payouts through NodeJS api. I am creating account for each registered user and after creating that account I immediately attempt to pay him out 1$ (here is my question on StackOverflow: https://stackoverflow.com/questions/71224524/cannot-create-payouts-this-account-has-requirements-that-need-to-be-collected )
That is helpful to know. Are you creating Express, Custom, or Standard accounts?
Accounts need certain data to be able to take payouts, I can find the docs for how to collect it for your account type

Stepping in for Pompey here
Based on the screenshot you've attached it seems that the account you're trying to create a payout for is restricted which wouldn't let you create a payout
Let me check something quickly
@austere lance you'd need to verify the account in order to test payouts for custom accounts.
There are some test information available that you can use to avoid provide real info such as business tax ID etc

In this case you should be able to use a series of 0s to mock a Tax ID
