you use the word transfer and payout and I'm not sure if you are using them interchangeably, since they actually mean different things in Stripe. A transfer is moving money from one Stripe account(your platform) to another(a connected account), a payout is moving from a connected account to a bank account.
having said that I know very little about instant payouts as well and the documentation is very unclear/non-existent on how the balances work.
as far as I know, your instant_available balance is the combination of any available balance plus some amount (might be all, or a percentage, I think it depends on internal risk factors) of your pending balance(funds from recent payments that haven't cleared yet). That lines up with what you see as well I think.
