It's still not showing up in the Stripe dashboard but I do see the request in my Azure Logic App

No worries! ๐Ÿ™‚ I run into these every day.
I'd make sure that the webhook and the accounts are either in test mode OR live mode.

I think I know what happened. I started in test, but that's where I created a webhook not for Connected accounts ๐Ÿ˜‚
