Can you provide a test mode subscription id and a live mode subscription id where you are seeing this?

Taking over from codename_duchess here as they had to step away

Looking at the subscriptions you've provided, I believe you're seeing different behavior because the livemode subscription has a 100% coupon applied and doesn't need any payment to start the subscription as active.

The testmode one needed payment for the first invoice, so the status started out as “incomplete” and was updated to active after it was paid for
