I am an building an event ticketing platform where the money goes directly from the ticket purchasers to the event hosts

I want to be sure that the event hosts are able to receive their money, and take it out of stripe, before I allow them to post events

Does payouts_enabled ensure they have everything set up to successfully move their cash into their external accounts?

the simple answer is yes. However, you need to note that it's possible that there may be new / additional verification requirements at a later point in time. If the connected account does not meet the additional requirements by the due date, payouts could be disabled
