And just to restate, now that I've got the account in front of me, the main question is "why do payouts for this account take so long?"
Whereas, I don't feel like the 7-14 day rule has been a thing for dev accounts in the past.
Just want to make sure it isn't some awful config on my end that has slipped in

But I'm not seeing a dummy bank account to test payouts either. Is this something you have attempted or are you looking for clarification beforehand?

I'm not seeing any payouts with delayed schedules on that view. In my most recent testing I see less than 1 day between initiation and estimated arrival.

Ah these are pending payment balances, so the payouts havent been created yet
If you want to test the payouts in particular, you can use the test cards we provide to skip the pending balance stage and become available right away: https://stripe.com/docs/testing#cards-responses
the first two cards, eg 4000000000000077
This will increase an available balance immediately, allowing for payouts
My understanding is that with manual payouts you can no longer see what transactions are associated with the payout

Yep, that's correct. With manual payouts there's no way to see what's in a payout because you're controlling them. For example, if two payments come in for $20 and $10 and then you pay out $15 where did the $15 come from? Was it $15 out of the $20? $5 from the $20 and all of the $10? Something else? You would need to keep track of all of that on your end.
