We want to pay drivers who may already have an express account set up with Lyft

Unfortunately Express accounts can only be connected to one platform at the moment. That being said, anyone with another Express account should be able to sign up for an Express account with your platform without issue.

Yes, they will be able to create an express account under the same email. Do you mean test Express in general like this or are you asking about specifically creating an account on two platforms? https://stripe.com/docs/connect/express-accounts
