we have a Connect platform with several Connected accounts. From: Connected Account, To: Platform
the connected accounts are Custom
I see that we typically need a Charge to create a Transfer, but wanted to transfer directly from an account instead

Charges are not necessary. You can create Transfers without them.
If you look at the code snippet here, you can see there is nothing specific to the charge in the two transfers that are created.

ok this looks to be a programatic approach- nothing for Dashboard i guess?

Yeah this server is primarily for code writers so that's how we solve every problem 🙂
For questions with the dashboard I think Support is more likely to know the answer
