You can definitely create test accounts without bank details, just don;t try to activate the account but Test mode will still work as expected

How do I deactivate it. I enterred a random bank acct number, and now I need to delete the bank account, but it only lets me edit the number.?

you can't delete it, I'd delete that Stripe account entirely and create a new one
