as far as I know that's expected behaviour, default_incomplete and that whole flow only applies to Subscription using charge_automatically . For send_invoice the subscription is active immediately until an invoice passes its due date.

Ah that's unfortunate. Would the quotes API behave as I would like or does it do the same?

I wouldn't recommend using that API as it's extremely complex, but I don't think it changes anything exactly
