You'd have to build your own solution on top of what we offer with Subscriptions to model the same behavior

For specifics on processing fees you'll want to ask support (https://support.stripe.com/contact) - Billing comes with it's own set of fees, but I don't know the specifics

And yes, what you linked to can definitely be built using Subscriptions

You'd create a Subscription for a weekly $100 price, add on a one-time $50 fee to the first invoice, and cancel it after 4 weeks

As for engineering time, it's hard to say to give an exact estimate since it depends on what what you're building. Factors like whether you build it with Checkout or Elements, integrating this solution into what you already have, etc.
